Editor's note: Xi Jinping thought on ecological civilization is an important component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It provides fundamental principles and guidance for action in the new era. It is of great significance to spread, explain and publicize Xi Jinping thought on eco-civilization internationally. In answer to the national project, Beijing Forestry University takes the construction of ecological civilization as the driving force and development foundation. Circular Development
循环发展，就是从发展模式角度界定循环经济，旨在建立循环型工业、农业、服务业产业体系，实现生产系统和生活系统的循环链接，形成“资源—产品—废弃—再生 资源”的集约型增长模式。循环发展是中国经济社会发展的一项重大战略，是建设生态文明、推动绿色发展的重要途径。2017 年 5 月，国家发展改革委等 14 个部委联合印发《循环发展引领行动》， 提出循环发展的基本原则，即坚持以绿色转型为方向，坚持以制度建设为关键，坚持以创新开放为驱动，坚持以协调共享为支撑；同时，明确循环发展的主要目标，即绿色 循环低碳产业体系初步形成，城镇循环发展体系基本建立，新的资源战略保障体系基本构建，绿色生活方式基本形成。
Circular development is a model of economic development that aims to build a circular system for industry, agriculture and tertiary industry, which integrates production and living systems, thus forming an intensive growth model featuring resources–products–wastes–recycled resources. Circular development is a major strategy for China’s economic and social development. It’s an effective way to promote green development and build an eco-civilization.
In May 2017, 14 ministries and commissions including the National Development and Reform Commission issued an action plan for circular development. The document stated that circular development will follow green transformation as the direction, which will be propelled by innovation, backed by institutional improvement, and supported by coordination for sharing. The major goals of circular development are to introduce a green, circular and low-carbon industrial system, an urban circular development system, a strategic supply system of resources, and new ways of life for the people.
